Here is an interesting video on the use of KM within the USACE (US Army Corps of Engineers)  including an example of quantified value.

During a recent flood emergency, the KM staff, as part of the incident management team, established wiki pages as a "one stop shop" to share knowledge with the public and other stakeholders This reduced the daily requests for information from 100 day down to 10.
