Here is a really interesting video about KM efforts in the Swedish Red Cross, related to World Water Week, where Dr Patrick Fox explains how (as he says at about 8mins into the video) "we behave when we are being held accountable for how we make the best use of the knowledge and experience we hold, and building this back into the system".

The answer is "conscious knowledge management for informed decision making," which he explains as a combination of Peer Assist (11 minutes in) and Learning reviews.
